Alcohol Ban Has Minimal Effect

Bahrain has clamped down on liquor sales in hotels that are three
stars or less. The directive was first issued more than three months
ago with hotels told there would be a review on live band and alcohol
licences. Coming into affect at the beginning of May, many outlets
have yet to be affected by the directive, which also stipulated
alcohol could not be served in restaurants neighbouring mosques,
schools or residential areas.

"The Ministry of Tourism has always officially banned alcohol to be
sold near mosques and schools, but it has never really been acted
upon," commented Dominic Miles, managing director of a Bahrain-based
catering company. With more than 30 outlets told they would be closed
within three months if they did not find alternate means to run the
business, Miles added that he had not seen any evidence of the ban
being enforced.

And while the directive has been placed Kingdom-wide, independent
restaurants have not been targeted, especially in the Adliya area that
has a number of licensed restaurants, including Monsoon, Café Italia
and the newly opened Meat Company. "I am looking at taking over the
lease of a restaurant, but the licensing laws are a major issue. The
restaurant currently has a liquor licence, but if this was revoked
then it changes everything," added Miles.

Chairman of the board of directors for Baisan Institute for
Hospitality Management, Qutub Dadabhai commented that the company also
owns a number of serviced apartments and a resort, which do not fall
under the ban. However, Dadabhai said that it was too early to see
what the effect would be.

"Tourism laws are not always consistent, so you do no know what is
going to happen next. The government are in the right position to do
this, but the timeframe given was not really long enough," he said.
"Saying that, to see the impact it will have, I think we will know
more towards the end of the year," he added.
